The rule in short
The Rome Capitale urban police regulation, in force since July 2019, governs alcohol in public spaces in Rome. The hours published by the city are:
- from 10pm to 7am, drinking any beverage from a glass container is forbidden in streets, in spaces open to the public and in unfenced green areas;
- from 11pm to 7am, drinking an alcoholic beverage from any container is forbidden in those same places;
- from 10pm to 7am, selling takeaway alcohol is forbidden;
- from 2am to 7am, bars can no longer serve alcohol.
By day and in the early evening, having a beer in a park or on a square is therefore not banned by this regulation, as long as there is no glass after 10pm and no disorder.
Fine

Breaches of the alcohol rules are punished with a fine of €160 to €400 according to the table of penalties published by the city in July 2019. The regulation also bans organised bar crawls ("pub crawls").
Where it shows most
Lively evenings are concentrated in Trastevere, around Campo de' Fiori and Piazza Navona, areas where the municipal police are present. To go out without worry, drink on a bar terrace: the rule concerns public space, not table service inside or on a terrace. See also our guide to Rome at night.
Temporary orders
In the past, especially in summer, the city has issued temporary orders that bring forward the ban on takeaway alcohol sales and the glass ban to 6pm or 8pm in the historic centre, Trastevere, Monti, Testaccio, San Lorenzo and other districts. These orders last for a limited time: check the signs on site and the announcements of Rome Capitale.
